The cost incurred for the general election should be recognized very big. With traditional electoral model, operating cost structure can not be trimmed. Surely technology can reduce the risk of huge costs earlier. As is done in Estonia. State constitutional democratic republic that carries this since 10 years ago has empowered IT as a basis for implementing elections.

In the past four years since initiated the project of electronic election (electronic voting) was immediately applied to the 2005 elections. A total of 9317 voters, this time, giving voting rights via the Internet. This amount is very small compared to the total number of voters reached 1,059,292 persons in their condition which reaches 502,504 people use the right alias nearly 50 percent.

With a neat and accurate system, e-voting and trusted, both by voters and the elected. Then, two years later, when it creates an e-voting for parliament (2007), voters who use the Internet has increased many-fold. That year the number reached 30,275 inhabitants. In other words, from 30 residents who have rights, one of whom has used voting via the Internet.

What of the general election this Internet model is on how to choose. Voting opened since the beginning of the virtual world, as long as four to six days before election day. That is, at that time, voters can try the Internet and determine the choice several times. They of course still given the opportunity to assess whether the choice was one hundred percent correct. Until finally arrive at determining the future leaders who will be counted.

In 2009, after going through some improvements, e-voting was held again. This time the e-voting to determine the president. Again and again people began to understand how much more efficient and effective way. As a result, the number of voters via the Internet rose to 104,415 people. That is, 9.5 percent of the population is literate way of e-voting and no doubt.

From then evolved into mobile computers. The other day, mobile operators Estonia, EMT, has designed a mobile voting system that can be done via phone. Services not only that. Consumers can also listen to the people aka choice results in previous elections.

EMT developed what is called the Mobile ID-Service. This service enables a user ID card verification via the Internet and detect the signature, who will be proof of the validity of every voter.

"Technology continues to evolve. Mobile phones can now be used to ensure a user's signature and replaces the signature on paper. We are proud to introduce mobile services to the electronic election. Mobile ID can also be used for other electronic services in Estonia," said Hakan Dahlstrom, President Mobile Service EMT.

Minister of Economic Affairs and Communications of Estonia Juhan Parts welcomed even this plan. "This is the next step to creating a pro-technology development in our country," he said.

Mobile ID in Estonia itself has been used for several purposes, including e-Banking and e-Tax. Now it is entering the realm of the general election. Thus, the population of Estonia could choose the president of the bathroom.
